The Cancer Detection and Treatment Branch of the Medi-Cal Benefits Division administer the ‘Every Woman Counts (EWC)’ program. It is the California site of the National Breast and Cervical Cancer Early Detection Program of the Centers for Disease Control and Prevention, and the State’s Breast Cancer Control Program.

EWC has been in existence since 1991 and is the largest such program in the nation.  EWC’s mission is to mitigate the devastating medical, emotional and financial effects of breast and cervical cancer and eliminate health disparities for medically underserved, low-income women.  EWC offers no-cost breast and cervical cancer screening and diagnostics services to women who are uninsured and those with health insurance whose out-of-pocket expenses for diagnostic services prevent the continuation of care. EWC provides breast and cervical cancer screening and diagnostic services through a statewide network of Medi-Cal primary care providers.

DETecting Early Cancer (DETEC) is EWC’s web-based data collection application, developed in 2008 by DHCS’ then fiscal intermediary, Hewlett Packard. Conduent Incorporated presently administers it with support from IBM. All EWC primary care providers are required to use DETEC to enrol program eligible women and document screening and diagnostic procedures, clinical work-up and follow-up.  DETEC enables EWC to meet its federal data submission requirements; and continued receipt of program funds.

DHCS is currently engaged in Stage 2 Alternative Analysis (S2AA) for the modernization of the legacy DETEC system. As the first step for the S2AA process, as-is analysis is performed to analyze the current state of the Business, Information and Technology architecture of the DETEC system.

xFusion Technologies has been chosen for conducting the As-is Assessment/GAP Analysis, To-Be Analysis and Alternate Analysis and will develop a written narrative report detailing short-term and long-term recommendations based on the above Alternate Analysis for DHCS to address the need for a statewide centralized process for electronic eligibility verification solution.
